Garmin Express is so slow and restrictive in the amount of information it allows. Also, it only works when connected to Internet, which is not always available when travelling, therefore many days of records are lost.

No, you can't use Garmin Forerunner 15 with the Training Center because it's not compatible. The Forerunner 15 works by default with Garmin Connect. This option allows you to upload the data to a website to track progress and check various leaderboards. I haven't seen or found anything else about this except Garmin Connect. Additionally, no information could be found regarding compatibility. There is a chance the software isn't compatible with Windows 10 OS.
I need Garmin Training Center for my PDA with Windows mobile 6.1. Where can I find it? I must connect CompePocket Land installed on PDA with Garmin Edge 205.

The Training Center for this device is located on its official product page from Garmin website. You need to download and install the drivers first then you can connect the device to perform additional operations.
I have a new computer and I would like to transfer my 5 previous years of training records. If I just download the app what do I then do?
Thanks, Randy.

After the application has been downloaded, you have to pair the device with the software. Luckily, there is a detailed tutorial guide on the official website of the developers. There is also a section for users that have previous data.
How can I have both heart rate alert and pace alert in the advanced workout mode? For example if I want to run for about 25 minutes, I can usually set the training center for either a specific heart rate zone alert or a certain pace alert. How can this be set up so that I have both the pace and heart rate alert? Thus if I cross a heart rate of 150bpm its watch should sound an alert. Similarly and simultaneously if I cross the my set pace limit of 8:00min/mile the watch should sound an alert? Is there any way to set up both heart rate and pace alerts at the same time?

No, there doesn't seem to be an option/tool that will enable you to set up both heart rate and pace alerts at the same time. I recommend you contact the official developers for further details. You can get in touch with them using 800-800-1020 phone number or the Contact Us page.

Access the following link and read all the instructions on the page: http://www8.garmin.com/fitness/getting_started_ant_tc_mac.jsp
Note: I believe that you also need an account on their website in order to upload and restore the data.
